Regulatory claims involving tax, police, the National Bank of Ukraine (NBU) or financial monitoring authorities can affect bank accounts, assets, payment operations and cryptocurrency-related activity. Initial work should identify which authority is acting, what legal basis is cited and what documents or explanations are actually required.
When support may be required
tax notices, claims or information requests;
requests from police or cyberpolice;
NBU or financial-monitoring requirements;
alleged breaches of currency, tax or financial rules;
blocked accounts or arrested assets;
reviews of cryptocurrency transactions;
allegations concerning unlawful financial transfers.
1. Analyse the claim and evidence
Review begins with the notice, supporting documents and procedural history. The objective is to identify the alleged violation, determine whether the authority acted within its powers and assess the evidence available to both sides.
2. Prepare explanations and objections
Written responses should address the authority's questions directly, challenge unsupported allegations and attach evidence that explains the transaction or business activity. Consistency between accounting records, contracts, payment documents and factual operations is particularly important.
3. Communicate with public authorities
Representation may include communication with the tax service, participation in investigative actions, interaction with the NBU and financial-monitoring bodies, and coordination of responses across several authorities where one transaction has triggered multiple reviews.
4. Challenge restrictions
Where accounts or assets are blocked or arrested, the response may include applications and procedural documents seeking removal of the restriction and return of assets where the measure is considered unlawful.
5. Use court protection when necessary
Unlawful decisions may require a court claim, participation in hearings and a structured challenge to the authority's factual and legal conclusions.
Regulatory response strategy should combine document analysis, controlled communication and a clear plan for removing restrictions or appealing adverse decisions. Coordinated handling is especially important when tax, banking, financial-monitoring and law-enforcement issues arise from the same payment flow.
